In order to thoroughly implement the spirit of the opinions of the CPC Central Committee and the State Council on learning and applying the experience of the project of "demonstration and renovation of thousands of villages" to effectively promote the all-round revitalization of villages, and to do a good job in the work of "agriculture, rural areas and farmers" in 2024, I would like to put forward the following suggestions. 

Promoting the all-round revitalization of rural areas is the general starting point of the work of "agriculture, rural areas and farmers" in a new era. 

At present and for some time to come, we should learn to apply the development concepts, working methods and promotion mechanism contained in "demonstration of thousands of villages and renovation of thousands of villages" (hereinafter referred to as "10 million Project"), and do our best to do a good job of agricultural production focusing on food security. we will make overall efforts to promote the revitalization of rural areas with emphasis on rural development, construction and governance, continuously consolidate the agricultural foundation, and firmly promote the revitalization of rural industries, talents, culture, ecology and organizations. 

We will speed up the construction of an agricultural power and the modernization of agriculture and rural areas, so as to provide strong support for better promoting the modernization of Chinese style. 

2024 is a key year for the implementation of the 14th five-year Plan. 

 

Guided by the experience of learning and applying the "10 million projects", we will ensure that the bottom line of national food security and large-scale poverty return will not occur, raise the level of rural industrial development, rural construction and rural governance, strengthen the two-wheel drive of science and technology and reform, and strengthen measures to increase farmers' income. focus on ramming the foundation, stabilizing production capacity, preventing risks and increasing vitality, and resolutely adhere to the bottom line of "agriculture, rural areas and farmers" 

We will solidly promote the key tasks of rural development, rural construction, and rural governance, and strive to promote sustained new progress and upgrading in the work of agriculture, rural areas and farmers.

I. do a good job in the production of grain and important agricultural products to ensure national food security. 

(1) make every effort to win a bumper grain harvest. 

We will solidly promote a new round of actions to increase grain production capacity of 100 billion jin, focus on increasing grain production in a large area, and ensure that grain output is maintained at more than 1.3 trillion jin. 

Compaction responsibility stable area. 

We will strictly carry out the assessment of the provincial party committee and government in implementing the responsibility system for cultivated land protection and food security. 

The production targets of grain, soybeans and oilseeds will be assigned to all provinces, and efforts will be made to stabilize grain rations, corn and soybeans, and ensure that the sown area of grain is stable at more than 1.77 billion mu. 

Overall planning factors to increase unit yield. 

We will thoroughly implement the national action to increase the per unit yield of major crops such as grain and oil in a large area, formulate and implement a work plan for integrated extension by variety, and promote the integration of improved fields, improved varieties, good methods, and good opportunities. 

We will implement green action for high yield and high efficiency, expand the implementation scale of the corn yield improvement project, and start the action to increase wheat yield per unit area. 

We will carry out actions to increase the per unit yield of grain and oil growers on a large scale, and improve the availability and coverage of key technologies. 

We will strengthen support and stabilize earnings. 

We will promote an appropriate increase in the minimum purchase price for wheat and reasonably determine the minimum purchase price for rice. 

We will continue to implement subsidies for the protection of cultivated land and rice. 

We will increase support for major grain-producing counties, explore the establishment of a compensation mechanism for inter-provincial horizontal interests in grain production and marketing areas, and deepen multi-channel production and marketing cooperation. 

We will improve the mechanism for stabilizing the supply and supply of agricultural materials, and encourage local governments to explore ways to establish dynamic subsidies linked to the increase in agricultural materials prices. 

(2) to consolidate the achievements of soybean oil expansion. 

We will further promote the national soybean and oil production capacity improvement project to ensure that the soybean area is stable at more than 150 million mu and the oil area is steadily increasing. 

Take more measures and stabilize soybeans. 

We will implement policies such as subsidies for corn and soybean producers and crop rotation. 

We should guide rational crop rotation to reduce continuous cropping in Northeast China, and support the promotion of seed coating, inoculation of soybean rhizobia and other techniques. 

Make good use of strip compound planting subsidies to ensure that the extension area of suitable areas such as Huang-Huai-Hai, southwest and the middle and lower reaches of the Yangtze River is stable at 20 million mu. 

Start and implement the project to increase soybean yield per unit area. 

We will support the development of the whole industrial chain processing of soybeans and other agricultural products in Northeast China. 

More oil and more oil at the same time. 

Support the use of winter fallow fields to increase the area of rape and rational rotation to develop spring rape. 

Implement the action of increasing per unit yield of rape in a large area for three years, and apply the key technologies of per unit yield improvement in the whole system of the main producing counties of rape. 

In Huang-Huai-Hai and northern regions, we should expand peanut rotation and develop the production of oil sunflower, sesame and other characteristic oil crops according to local conditions. 

We will actively promote grain conservation and loss reduction, carry out popular science publicity on "reducing oil and increasing beans", guide the gradual reduction of excessive consumption of edible vegetable oil, and increase the consumption of soybeans and their products. 

(3) promoting the stable development of animal husbandry. 

Optimize and adjust pig production capacity. 

We will improve the implementation plan for the regulation and control of pig production capacity and appropriately relax the lower limit of the green range of regulation and control. 

Supervise and urge local basic support policies such as stable land use, environmental protection, loans, and so on. 

Promote the transformation and upgrading of herbivorous animal husbandry. 

We will further carry out incremental quality improvement actions for beef and mutton to stabilize the basic production capacity of beef and mutton. 

We will implement the project to enhance the production capacity of the dairy industry throughout the county, promote the improvement of liquid milk standards and standardize the restoration of milk labels. 

We will firmly promote the conversion of grain to feed and build a forage base with high and stable yield. 

We will further implement the action of reducing and replacing feed soybean meal. 

(4) to promote the development of modern fishery. 

Develop healthy aquaculture. 

Formulate the tidal flat plan of the national aquaculture waters and stabilize the aquaculture water surface space. 

We will implement the promotion action of green and healthy aquaculture technology and create national demonstration zones for healthy aquaculture and ecological aquaculture. 

Actively develop shellfish and algae culture. 

Expand the space for fishery development. 

We will actively develop ecological fisheries on large water surfaces, steadily promote the comprehensive cultivation of rice and fishery, and develop aquaculture in saline-alkali land. 

We will speed up the development of far-reaching marine aquaculture, create a national marine pasture demonstration zone, and optimize and strengthen the supply chain of the offshore fishery industry chain. 

We will promote the reform of the management system of fishing vessels and fishing ports and build coastal fishing port economic zones. 

We will improve the system of closed fishing periods, consolidate and expand the scope of special fishing permits in different sea areas, and standardize proliferation and release. 

We will strengthen the investigation, rectification and risk warning of hidden dangers in fishery safety. 

(5) do a good job in the production of marshmallow gum as a whole. 

Optimize cotton. 

We will implement the policy of linking cotton target price subsidies to quality. 

Stabilize the cotton areas of the Yellow River and Yangtze River basins. 

Raise the sugar. 

We will increase subsidies for sugar cane seedlings and machine harvesting, speed up the application of virus-free healthy seedlings and mechanized harvesting, and build a high-yield and high-sugar base for sugar cane. 

Consolidate the rubber. 

We will implement actions to improve the ability to ensure the safe and stable supply of natural rubber resources, explore and promote the application of intelligent tapping machinery, speed up the renewal and renovation of old natural rubber plantations, and build special rubber gardens.

(6) to raise the level of facility agriculture. 

We will formulate guidelines for doing a good job in the work of the national "vegetable basket", revise the detailed rules for the implementation of the assessment method of the "vegetable basket" mayor responsibility system, and consolidate the responsibility for ensuring the supply of "vegetable basket" products. 

We will implement a campaign to promote the modernization of facility agriculture and select a number of national innovation leading areas and bases for modern facility agriculture. 

Promote the planting and upgrading of facilities. 

We will focus on the renovation and upgrading of old facilities, and build a number of standardized parks for planting facilities around large and medium-sized cities. 

On the premise of ecological protection and deep water saving, we will support the development of modern facility vegetable industry in the cold and arid areas of Northwest China and the Gobi area. 

Improve the level of facility breeding. 

We will carry out in-depth demonstration of standardization of livestock and poultry breeding, and develop three-dimensional breeding such as pig farming in buildings and high-efficiency poultry breeding on multiple floors according to local conditions. 

We will promote the standardized transformation of centralized continuous aquaculture ponds and actively develop industrial circulating water culture. 

Speed up the development of intelligent agriculture. 

We will build a number of leading areas for intelligent agriculture and promote the digital upgrading of large-scale farms (pastures and fishing grounds). 

We will further implement the construction project of smart agriculture and build a national center for intelligent agricultural innovation. 

We will improve the standard system for intelligent agriculture and promote the establishment of a system of inspection, evaluation of application results and statistical monitoring. 

Build big data platform for agriculture and rural areas. 

Establish the concept of big agriculture and big food, expand food sources through various channels, explore and carry out large-scale food monitoring statistics, and introduce typical cases of large-scale food development. 

(7) strengthen agricultural disaster prevention, reduction and disaster relief. 

Scientific prevention of meteorological disasters. 

We will strengthen the consultation and study of disastrous weather, issue early warning information in a timely manner, formulate technical opinions and work plans for disaster prevention and reduction, make good material reserves and technical preparations, and implement key measures such as disaster prevention and reduction, stabilizing production and increasing production. 

We will strengthen the prevention and control of diseases, pests and diseases. 

We will implement projects to improve the protection capacity of animals and plants, improve the prevention and control system of crop diseases and insect pests, and promote joint prevention and control, unified prevention and control, and emergency prevention and control. 

We will continue to do a good job in the regular prevention and control of major animal diseases such as African classical swine fever and highly pathogenic avian influenza, and promote the prevention and control of key sources of zoonotic diseases. 

We will strengthen the prevention and control of aquatic animal diseases. 

We will further promote actions to reduce the use of veterinary antimicrobials. 

Strengthen the prevention and control of the invasion of alien species. 

Improve the long-term mechanism. 

We will promote the establishment of a reserve and deployment system for agricultural machinery for disaster prevention and relief, strengthen the building of grass-roots agricultural disaster prevention and mitigation teams, and study the establishment of regional agricultural emergency relief centers.

Second, continue to consolidate and expand the achievements of poverty alleviation and ensure that large-scale poverty alleviation does not occur. 

(8) to strengthen monitoring and assistance in the prevention of returning to poverty. 

Optimize dynamic monitoring. 

Adjust the monitoring scope of poverty prevention, carry out centralized investigation in due course, tighten the responsibility of preventing poverty, and ensure that it should be accepted and supported as much as possible. 

We will promote the sharing of information between poverty prevention monitoring and dynamic monitoring of low-income people, strengthen screening and early warning, and improve the effectiveness of monitoring. 

Implement assistance measures. 

We will promote departments to implement their responsibilities and continue to consolidate and enhance the achievements of the "three guarantees" and drinking water safety. 

We will fully implement development-type assistance measures for monitoring households who have the ability to work, provide protection for monitoring households who do not have the ability to work, and first implement assistance measures for farmers who have the risk of returning to poverty as a result of disasters. 

We will study and promote the convergence and integration of the policy of preventing returning to poverty and the policy of normalizing assistance for low-income people in rural areas. 

(9) classified guidance to assist the development of the industry. 

We will formulate classified guidelines to promote the high-quality development of industries in areas out of poverty, implement actions to help industries in areas out of poverty, and strengthen the endogenous development motivation of areas and people out of poverty.

Support the industry with broad market prospects and complete chains, research and develop new technologies and new products, promote the accurate convergence of production and marketing, create regional public brands, and promote integrated development. 

Upgrade a batch. 

Support resources to support and develop basic support industries, speed up to make up for the shortcomings of agricultural infrastructure, upgrade Tian Tou fresh-keeping, cold chain logistics and other facilities, and promote value-added processing. 

Invigorate a batch. 

We will promote the adoption of measures such as rent reduction, employment subsidy and financial credit to support the relief of industries with temporary operational difficulties or stagnant development. 

Adjust a batch. 

Timely adjust and develop unsustainable industries, properly solve the remaining problems, and plan and develop new industries based on reality. 

Carry out monitoring of the operation of assistance industries and project assets, organize and carry out asset evaluation of assistance projects, establish and improve asset management mechanisms, and integrate them into the unified management of rural collective assets if they meet the conditions. 

(10) to promote stable employment of people who have been lifted out of poverty. 

We will carry out in-depth efforts to prevent the return of poverty and employment to ensure that the employment scale of workers out of poverty is stable at more than 30 million. 

Broaden the channels of going out for employment. 

We will promote the "Rain and Dew Plan +" Employment Promotion Action, and the "double hundred and double Thousand" training project for rural craftsmen, encourage all localities to form regional labor service cooperation alliances, and cultivate distinctive labor service brands in areas out of poverty. 

Promote local employment. 

We will strengthen the monitoring of the operation of employment assistance workshops and guide those workshops with the conditions for industrial upgrading to develop into small and medium-sized enterprises. 

We will make overall use of rural public welfare posts and expand the scale of work relief. 

We will implement special actions on employment assistance in key counties for rural revitalization and large-scale relocation and resettlement areas for poverty alleviation.

(11) deepen regional cooperation and assistance. 

Promote coordinated regional development. 

We will implement major national regional strategies and regional coordinated development strategies, formulate implementation plans for agricultural and rural development in different regions, and improve the coordination mechanism. 

To study and establish a regular assistance mechanism in underdeveloped areas. 

We will strengthen assistance in key counties. 

We will guide 160 countries to focus on rural revitalization to help counties implement pilot policies on the overall integration of agriculture-related funds, strengthen supervision over the use of integrated funds, and encourage state-owned financial institutions to increase financial support. 

To carry out monitoring and evaluation of the development effectiveness of the country's key rural revitalization assistance counties. 

Strengthen counterpart cooperation and support. 

We will continue to promote cooperation between the east and the west, thoroughly implement the action of promoting revitalization together, and promote industrial cooperation, labor cooperation and consumer support. 

We will deepen the designated assistance of the central units, implement the project of the Lottery Public Welfare Fund to support the revitalization of rural areas in the old revolutionary base areas, do a solid job in counterpart support work such as agricultural and rural assistance to Xinjiang and Tibet, and coordinate to promote assistance and rural development in ethnic minority areas and border areas. 

Strengthen social support. 

We will optimize the selection and management of the first secretary in the village and the task force, further promote the action of "revitalizing ten thousand villages by ten thousand enterprises", and carry out special activities of social organizations to help revitalize the countryside. 

Strengthening the support of agricultural science and technology and equipment to lay a solid foundation for the development of modern agriculture. 

(12) strengthen the construction of high-standard farmland. 

We will formulate and implement a plan to gradually build all permanent basic farmland into high-standard farmland, and give priority to turning cultivated land in northeast black soil areas, plain areas and areas with water conservancy and irrigation conditions into high-standard farmland. 

Step up construction efforts. 

We will raise the level of investment at the central and provincial levels, innovate construction models and investment and financing mechanisms, and raise construction funds in multiple ways. 

We will do a good job in implementing construction projects such as high-standard farmland with special treasury bonds, and complete the annual task of building, upgrading and upgrading high-standard farmland. 

We will carry out pilot projects to promote the construction of high-standard farmland in the whole region. 

Strengthen quality supervision. 

Establish and improve the quality supervision and inspection system of farmland construction projects, and regularly carry out random testing of the quality of engineering facilities. 

We will improve the long-term management and protection mechanism for farmland construction, and encourage rural collective economic organizations, new agricultural operators, and farmers to directly participate in the management and protection of high-standard farmland construction. 

(13) strengthen the construction of the quality of cultivated land. 

Improve the productivity of arable land. 

We will thoroughly implement the national black land protection project, promote the action plan for conservation tillage of black land in Northeast China, and implement conservation tillage of 100 million mu. 

We will promote the implementation of actions to enhance the organic matter of cultivated land, strengthen the management of degraded cultivated land, build key counties for the treatment of acidified cultivated land, carry out treatment and improvement of saline-alkali cultivated land by regional classification, and integrate measures to improve the quality of cultivated land. 

We will carry out pilot projects for the comprehensive utilization of cultivated land reserve resources such as saline-alkali land, and promote the combination of "suitable land" and "suitable land". 

Protect cultivated land resources. 

We will formulate measures for checking and accepting the quality of supplementary cultivated land to promote the realization of "superiority and superiority". 

Refine and clarify the scope of rectification and reform of cultivated land "de-grain", and reasonably arrange the recovery time sequence.

Improve the conditions for innovation. 

We will adjust and optimize the layout of scientific and technological innovation platforms in the agricultural field, build a regional leading scientific and technological innovation center for the seed industry, and create a consortium of enterprise laboratories and enterprise science and technology innovation. 

Select a number of innovative national agricultural formation enterprises. 

We will build the third batch of national agricultural high-tech industry demonstration zones. 

Speed up the promotion and application. 

Build a strong provincial-level modern agricultural industrial technology system. 

We will strengthen the construction of the team and conditions of the agricultural technology extension system at the grass-roots level, and strengthen the cooperation between the agricultural technology extension system and scientific research institutions and science and technology service enterprises. 

We will continue to build leading counties for the modernization of agricultural science and technology, and create a model for strong counties in agricultural science and technology. 

(15) accelerate the revitalization of the seed industry. 

Strengthen the protection and utilization of germplasm resources. 

Select and excavate excellent germplasm and gene resources such as soybean and corn. 

To build a national germplasm bank for livestock, poultry and freshwater fisheries. 

We will promote breeding innovation and tackle key problems. 

We will thoroughly implement major agricultural biological breeding projects, solidly promote the national joint breeding program and the livestock and poultry genetic improvement plan, and speed up the selection and promotion of independent and excellent varieties that are urgently needed for the production of high-oil and high-yield soybeans, short-growing rape, and saline-alkali-tolerant crops. 

We will carry out a pilot project to integrate the research, development, promotion and application of major varieties to improve the independent innovation capability of seed enterprises. 

We will promote the expansion and acceleration of biological breeding industrialization. 

Strengthen the construction of breeding and seed production bases. 

We will thoroughly implement the modern seed industry promotion project and the incentive policy for large counties in seed production, build state-level seed industry bases such as South Silicon Valley and Heilongjiang soybean, and newly select a number of large seed production counties, regional improved seed breeding bases and core livestock and poultry breeding farms. 

Strengthen the management of variety test examination and approval, and promote the implementation of the seed certification system. 

(16) to raise the level of R & D and application of agricultural machinery and equipment. 

We will promote the creation of advanced agricultural machinery. 

We will vigorously implement the action to make up the deficiency of agricultural machinery and equipment, and build a pilot area for the research, development, manufacture, promotion and application of agricultural machinery and equipment. 

We will carry out a pilot project for the integration of R & D, manufacturing, popularization and application of agricultural machinery, and promote the construction of a through application base for the research, production, promotion and application of agricultural machinery equipment. 

Popularize and apply agricultural machinery. 

We will improve the subsidy policy for the purchase and application of agricultural machinery, explore the payment of subsidy funds linked to the volume of work, and promote preferential subsidies for superior machinery.

Improve the service capacity of agricultural machinery. 

We will build a regional agricultural machinery socialization service center and popularize and apply the whole-process mechanized production mode according to local conditions.

Fourth, strengthen the protection of agricultural resources and environment and promote the green transformation of agricultural development. 

(17) to strengthen the conservation of aquatic resources. 

We will unswervingly promote a ten-year fishing ban on the Yangtze River. 

We will regularly carry out joint law enforcement and supervision by departments to severely crack down on all kinds of illegal fishing. 

We will strengthen the capacity-building of fishery law enforcement focusing on the Yangtze River Basin, and strengthen the application of intelligent facilities. 

We will promote the improvement of the resettlement and social security level of retired fishermen, timely identify those fishermen who meet the requirements as monitoring objects to prevent returning to poverty, and implement the "ten provinces, 100 counties, thousands of households" follow-up survey of retired fishermen and employment assistance "heart-warming action". 

Protect aquatic biodiversity. 

We will strengthen the investigation, monitoring and evaluation of aquatic resources, release the Yangtze River aquatic integrity index, carry out a survey of the habitat of precious and endangered aquatic wildlife, and step up efforts to further implement the action plan for the conservation of flagship species such as Chinese Sturgeon and Chinese white dolphin. 

We will strengthen the construction of national protection areas for aquatic germplasm resources, strengthen the implementation of ecological compensation measures related to fisheries, and promote the restoration of aquatic habitats. 

(18) strengthen the prevention and control of agricultural non-point source pollution. 

We will promote the reduction of chemical fertilizers and pesticides to increase efficiency. 

Implement scientific fertilization action to increase efficiency, and select a number of rural organizational systems to promote new fertilization technologies, new products and new machines and tools. 

We will promote the reduction of pesticides and promote the integrated development of green prevention and control and unified prevention and control. 

Speed up the revision of the list of banned and restricted pesticides. 

We will strengthen the resource utilization of agricultural wastes. 

We will deeply implement the county-wide project to promote the resource utilization of livestock and poultry manure, and support farmers to build, transform and upgrade manure treatment facilities. 

We will build a number of key counties for comprehensive utilization of straw and promote the scientific return of straw to the field and leave the field with high efficiency. 

Carry out joint supervision of plastic film "hundred days to attack key" action, strictly prohibit non-standard plastic film into the market to the field, to promote the scientific use and disposal of plastic film. 

Focusing on the Yangtze River economic belt and the Yellow River basin, we will expand the pilot project for the comprehensive prevention and control of agricultural non-point source pollution in the whole organizational system and in the whole chain. 

We will promote deep water conservation and water control in the Yellow River basin. 

(19) vigorously develop ecological circular agriculture. 

We will formulate an implementation plan for ecological circular agriculture and speed up the construction of an ecological circular agricultural industrial system. 

Promote green technology to promote small cycles. 

We will strengthen technical training for new types of agricultural operators, popularize and apply green and efficient varieties of machines and tools, and develop ecological cultivation of rice and fishery, grain, livestock, bacteria and fruits in line with local conditions. 

Promote the combination of planting and breeding to promote the cycle. 

We will carry out a pilot project of green cultivation and recycling agriculture, cultivate a number of socialized service organizations for returning manure to the field, and promote the adaptation of planting and cultivation and ecological circulation. 

Develop green economy and promote the great cycle. 

We will build a number of eco-circular agricultural production bases to promote the green and low-carbon development of the whole industry chain. 

We will speed up the construction of national agricultural green development leading areas and carry out monitoring and evaluation of the level of agricultural green development at the provincial level.

(20) increase the supply of green and high-quality agricultural products. 

We will thoroughly implement the action of "three products and one standard" for agricultural production and agricultural products, promote the improvement of varieties, the improvement of quality, brand building and standardized production, and speed up the construction of production bases for high-quality agricultural products such as green, organic, geographical indications and famous, special, excellent and new agricultural products. 

Promote standardized production. 

Establish a standardized production and quality grading system covering the whole chain, and promote the standardization of the whole industrial chain of modern agriculture. 

Strengthen the supervision of quality and safety. 

We will carry out tackling the outstanding problems of drug residues in key varieties of cowpea and aquaculture, and strengthen the supervision of other varieties with low qualified rates.
